About us

Introduction

SaigonTech library is open to all SaigonTech members including current instructors, registered students and current staff. It has a collection of more than 5000 printing titles which focus on Information Technology, Economics, Mathematics, sociology, English, etc in the form of originals, photocopies, magazines, e-books and media, etc.


Vision

SaigonTech library is a modern Library and Information center, flexible in meeting diverse information needs of school members through professional staffs who good at organizing, providing and supporting exploiting information resources.


Mission statement

Supporting learning, teaching and researching of school by acquisition high - quality information resources, providing the best service (if possible) in order to promote using and exploiting information for SaigonTech instructors, students and staffs effectively:

  • Choosing, acquisition information resources with different formats, classifying, organizing storage, preserving, using instructions, ... supporting learning needs which is suitable to school mission and programs.
  • Equipping suitable facilities, equipment for exploiting information resources.
  • Providing the access right, consulting services and training for information users in exploiting information effectively
  • Providing some basic information exploitation skills to meet needs of self-search information, encouraging lifelong learning, helping improve quality of life.
  • Cooperating with other libraries to enrich information resources and services that library information users can access.

Participating in library organizations and associations to develop work skills and creativeness for library staffs.

Regulations

  • Show your card upon request. Student card, instructor card or staff card is Library card also. Visitors not affiliated with the school must have an introduction letter from their office to use the services of the Library.
  • Be responsible for your possessions. The Library accepts no responsibility for loss, theft of, or damage of personal belongings.
  • Please observe the Library’s norms. Please be respectful by being silent and keeping the Library clean. All behaviour which disturb other users is not allowed.
  • Do not smoke or bring food, drink into the Library. Anyone found with food or drink will be asked to remove it. Drink water at the designated areas.
  • Please preserve Library materials. Users are forbidden to substitute fraudulently, appropriate, mutilate, tear, write in, throw, lose, or cause other damages to materials belonging to the Library.
  • Absolutely do not carry materials out of the Library without permission from Library staff.
  • Do not move tables, chairs, computers and other facilities of the Library.
  • Comply with the rules of school. SaigonTech prohibits the violation of Vietnamese law.
  • Depending on the violation, violator may be punished with warning, being asked to leave the Library, fined, suspended from the library, or expelled from the school.
  • We stop serving 15 minutes before closing time.

Fines

The following acts are deemed to violate Library regulation and will be punished with warning, being asked to leave the Library, fined, suspended from the library, or expelled form the school. Depending on the seriousness of the violation, the penalties will be applied to each specific case:

  • Attempting to bring materials out of Open stack without authorization: Users will be suspended from  borrowing materials for one semester (current or next semester if violation occurs in summertime).
  • Returning materials overdue: Fines will be charged immediately after the duedate. Penalty cost is 10,000 VND per day per material. The maximum period for overdue materials is 10 days. After 10 days the overdue materials will be deemed missing and borrower must take responsibility for losing them. However, there are some legitimate reasons for late returns such as an unforeseeable and unavoidable reasons (disease, accident….). In these cases, penalty can be reduced or exempted.
  • Defacing or mutilating Library materials (e.g., by marking, underlining, tearing, removing pages/parts of pages out of books or periodicals; by damaging multimedia, …) during the borrowed time, the items will be deemed missing and the borrower must take responsibility of losing material.
  • For the losing or being deemed missing items: borrowers must compensate for the new items or pay threefold of material’s price in 1 week. If no compensation is made after the period of 1 week, the material will be considered to be taken deliberately by the borrower. In addition to the compensation amount (triple the cost of present value of the missing material) and suspended use of the library until the completion of the payment, the borrower may also be punished in accordance with Vietnamese law.
  • Penalties will not be refunded. The penalty payment is done at a bank after receiving a penalty-ticket from the Library. The transaction is complete when  borrower shows the bank receipt to Library staff.
  • The borrowing service will be suspended until compensation is recieved.

Collection Development Policy

    4. SaigonTech Library Collection Development Policy has main goals:
      • Provide foundation for making library material collection decisions.
      • Ensure that material selection and collection are objective and suitable for Institute’s curriculum and goals.
      • Stipulate individual and community responsibility in selection items for the library to ensure advantage and good cooperation between all departments in supplementing material.

    6. SaigonTech Library focus on serving SaigonTech instrutors, students, staff to meet the needs on materials related to economic, Information Technology, Academic English… Besides, if someone is not in this scope but has the need to use our library can contact us for instruction.


  2. GENERAL REGULATIONS:
    1. Responsibility in material selection:
    2. Faculty
      Program Director and Department manager are mainly responsible in selection and requesting for teaching materials.
      Other individuals have the right to introduce interesting materials or request for material.

      Library
      Library has an important role in selecting library materials. Acquisition staff is the person who plays main role in supplementing under the approval from Head of Library and Board of Management. All the requests for materials will be considered based on user’s need, library mission and budget allocation for acquisition.

    3. Priorities for selection material:
    4. Materials related to SaigonTech curriculum and research are prefered.
      Besides, materials supporting informational and recreational interests, individual personality growth…are purchased in limited depending on funds, user’s need and space.

    5. Criteria for selection:
    6. 3.1. Suitable and scientific property:
      The content and subject of material have to follow school curriculum, suitable with user’s level, age and needs.

      3.2. Reliability:
      Materials from specialized, famous and prestigrous publisher are priority. In addition, material selection is also based on fame and scientific standard of author, editor, freelance, revisers… Materials particularly for AAS, NPU program, textbooks will be purchased as demand from HCCS and NPU under the approval of Program Director and Board of Management.

      3.3. Update:
      Selected materials have to be ensured for update information in scientific aspect especially in science, technology and economy field.

      3.4. Language:
      Materials in English are prefered in acquisition in order to support teaching and learning of SaigonTech students and instructors. Some valuable items in Vietnamese or other languages are considered to be selected for reference or recreational interests.

      3.5. Format:
      Library will supplement Electronic material (Ebook, database…) parallel with print ones to meet more and more variety needs of users.

    7. Acquisition regulations for specific format of material:
    8. 4.1 Books and audiovisual materials:
      • Departments send request to library or
      • Library receives new booklist, catalogue from publishers, bookstores and gives them to all departments for selecting. All selected materials should be announced to the library (Library department manager, acquisition staff) through email or document.
      • Requests for material from teaching staff in each department have to be approved by Department manager before transfering to library.
      • Librarians request for supplementing: Librarians make a booklist of materials need to be purchased base on users’ needs and submit for Library Chair and Board of Management for approval.
      • All materials need duplicate detection before purchasing. Acquisition staff will order materials after receiving the approval requests.

      4.2 Periodicals:
      Library usually purchases newspaper, magazines in English yearly. Library staff will consider all periodicals ordered in the previous year and the need of users to make requests for supplementing this kind of material.

      4.3 Electronic materials: (Ebook, Database…)
      4.3.1 Ebook
      This kind of material is usually purchased access right to one collection or a specific book. Ebooks are veried in form and content from different publishers and the library prefers items suitable with the school’s teaching program. Material selection needs the consultancy from specialized section.

      4.3.2 Database:
      Databases are also ordered in form of purchase access right including: full-text or abstract database of some specialized newspaper and magazines. On the basis of reference to price, reliability as well as consultancy of vendors, the library will request Board of Management for supplementing.

      4.3.3 Criteria for Electronic materials:

      • Purchase contract (mention of access right or ownership, copyright, term of use…)
      • Quotation
      • Access speed, simultaneous access.
      • The outstanding feature (listening, printing, sharing document…)
      • Techinical support and training to use.
    9. Gift and donation:
    10. SaigonTech Library welcomes gifts and donations of typical library materials in print or non-print form from individuals, organizations which approriate with SaigonTech library collection and development policy.
      Gifts and donations should be in good condition for servcing. All of them will be processed and stamped as a personal collection in library website.
      In addition, we also contact some offices for enriching library material and supporting various needs of users better.

    11. Weeding:
    12. Weeding is one of the most important aspects of collection development policy that ensures the library’s materials are useful and accessible. Besides, weeding also reflects the changing on users’ need and the growth of every field.
      Some weeding criteria need considered:
      • Periodicals: Some old newspaper and magazine need weeded. For some cases if the librarians see that the need exists, it should be considered to be kept in shelf (especially specialized magazine).
      • Age: Materials in science and technology, Information techonology…are usually out of date and should be replaced. For materials in social science and humanity should be considered their value before making weeding decision.
      • Condition: If a book is in poor condition, it may be considered for removal depending on library’s ability and willingness to mend it. Problems to watch for include a broken spine, fragile or brittle paper or bindings, bent corners, torn or missing pages, defaced pages or covers, insect or mildew infestations and books that are just plain worn-out.
      • Frequency of use: materials have not been circulated for a long time or are not meet the students’s needs anymore shoud be considered for withdrawal or could be moved to a more visible or attractive location.
      • Multiple copies: Ordinarily the library has some copies per one title. However, if these copies are too many and users’ need on them is decreasing or no more, they should be withdrawn.
      • Shelf space for materials.
    13. Budget allocation for acquisition:
    14. At this time 100 percent of library acquisition budget is allocated from the shool. This budget is not fixed but changed and based on The Library Purchase Plan according to every semester. Basic of budget plan include:
      • Number of student, instructor, course each semester.
      • The need of users.
      • The need of related departments.
      • The price of materials.
